As set forth in the New York State Vehicle and Traffic Law §1640-e 2B, the City of Yonkers is authorized to provide a residential parking system in the Empire City Area. The program is in effect year round, 7 days a week, 24 hours a day. Signs have been posted in the area informing the public of the parking restrictions. The area is defined as 'Belmont Avenue from Orient Street to Yonkers Avenue; Boone Street from Central Park Avenue to Dead End; Clark Street from Central Park Avenue to Orient Street; Loring Avenue from Central Park Avenue to Orient Street; and Chamberlain Avenue from Belmont Avenue to central Park Avenue.”
Permits will be available for purchase by residents of the area for $25 per year. Non-residents may purchase permits for $50 per year, but only for 20% of the area’s parking spaces, or 40 non-resident permits. Non-resident permits are issued on a first come, first served basis. Once 40 non-resident permits have been purchased no more will be issued. §109-130 of the City Code of the City of Yonkers set the parking permit fee at $25.00 for Empire City Area residents and $50 for non-residents; and “the permit fees shall be paid for any calendar year or part thereof…”. Therefore, for any part of the calendar year, the fee is $25.00 for residents and $50 for non-residents, no exceptions.
To receive a residential parking permit, residents of the area must submit $25.00 for each permit, non-residents $50, along with a copy of each vehicle's registration and a completed Request for Empire City Area Residential Parking Permit application form. You may mail the required fee and forms to the Parking Violations Bureau (PVB) 87 Nepperhan Avenue, Yonkers, NY 10701, checks made out to: Yonkers PVB, or you may come in person. The PVB accepts only cash, checks, money orders, and MasterCard, Visa and Discover credit cards. The PVB is located on the 2nd floor of 87 Nepperhan Avenue adjacent to City Hall. Parking is available in the Municipal Garage. Please check the PVB General Information page for hours and holidays. Incomplete applications will be returned. All rules as detailed on the Empire City Information Sheet attached to your application must be adhered to.
At the time of this letter, Empire City Casino has agreed to pay for a maximum of 2 permits per legalhousehold only if your vehicle is registered within the Empire City Area. Applications must be received prior to April 1, 2021. You must pay $25 each for any additional permits over the 2 paid for by Empire City Casino. To receive the 2 no cost permits, each registration submitted MUST have an address and/or address with apartment number within the Empire City Area as defined by law..

Empire City will only pay for your permit if your registration displays an address within the confines of the Empire City Area as defined above. If you live in a multi-resident building & your registration does not include an apartment number, you will not be eligible for the 2 permits at no cost. You may, however, pay the $25 for each of your vehicles. ONLY if you are a NEW resident and have not yet changed your address at the DMV, you may bring your vehicle registration and valid proof of residency, such as your Yonkers tax bill or utility bill with your name and local address on it. Please be sure to have a copy of the registration for the vehicle which will display the permit decal. Permits will not be given to anyone without their vehicle registration. The address on the registration MUST be within the Empire City Area as listed above. If you are a NEW resident and have not yet changed your address at the NYS DMV, bring your vehicle registration and valid proof of residency, such as your Yonkers tax bill or utility bill with your name and local address on it. Please note, you are required by law to change your address at the NYS DMV within 10 days of moving.
Two guest passes will be issued for each registered vehicle in a household within the Empire City Area.
